The U.N. Study declares, "The question of discrimination against women
from the viewpoint of religion and traditions has not been directly
addressed in international instruments. The Universal Declaration of
Human Rights itself makes very few specific reference to women. The 1981
Declaration seems to emphasize the protection of freedom of religion or
belief but, like other instruments, is non-specific about women, even if
it is because they are women that they are victims of discrimination
based on religion or traditions. The International Covenant on Civil and
Political Rights (ICCPR) is of relevance to this study only where an
interpretation of the Committee on Human Rights (HRC) concerns the
question of the status of women related to religious practices." The
U.N. Study then goes on to say that the HRC General Comments on the
ICCPR "are of greater relevance to this study than the original text."
