The OPCAT Special Fund will accept project applications aimed at implementing recommendations made by the Sub-Committee on prevention of Torture (SPT) after a visit to a State party, provided these recommendations are contained in a report that has been made public in accordance with article 16(2) of OPCAT.

Le Fonds spécial OPCAT acceptera les demandes de subvention visant à mettre en œuvre les recommandations formulées par le Sous-comité pour la Prévention de la torture et autres peines ou traitements cruels, inhumains ou dégradants (SPT)  après une visite de l’État partie, dans la mesure où ces recommandations sont contenues dans un rapport rendu public conformément à l’article 16(2) du Protocole facultatif se rapportant à la Convention contre la torture et autres peines ou traitements cruels, inhumains ou dégradants (OPCAT).

Convocatoria 2016 - Fondo Especial OPCAT

El Fondo Especial del OPCAT aceptará solicitudes de proyectos que tengan como objetivo la implementación de las recomendaciones formuladas por el Subcomité para la Prevención de la Tortura (SPT) después de una visita a un Estado Parte, bajo la condición de que las recomendaciones estén contenidas en un informe que se haya hecho público, de conformidad con el artículo 16 (2) del OPCAT.

Special Fund of the Optional Protocol to the Convention against Torture

The 2016 Call for Applications is currently open. The deadline is 16 October 2015. No applications are further received.

“Beyond the practical significance of projects funded by the Special Fund, the Special Fund is also important as it shows that preventive work through the OPCAT can be quickly translated into real, practical and tangible protections and improvements for those at risk of ill-treatment whilst in detention.” – Malcolm Evans, SPT Chairperson.

Established by article 26 of the Optional Protocol on the Prevention of Torture (OPCAT), the OPCAT Special Fund is the only fund established by an international human rights treaty currently in operation and serves as a model for engagement between the United Nations, State Parties, National Preventive Mechanisms and civil society in the prevention of torture. Since 2012, it has supported the implementation of the recommendations made by the Subcommittee on Prevention of Torture and other Cruel, Inhuman or Degrading Treatment or Punishment (SPT) following a visit to the State party to OPCAT.

The Fund receives voluntary contributions from governments, intergovernmental and non-governmental organizations and other private or public entities. See how to contribute for more information. It reports on its activities annually to the General Assembly and the Human Rights Council.

Since its establishment, the Fund has contributed concretely to the prevention of torture in a variety of countries. It does so by awarding grants to projects that are sustainable, lay foundations for change and have a potential for replication. Support has, for example, been provided to strengthening of national preventive mechanisms (NPMs), training on torture prevention for personnel of relevant national institutions and the design and production of detention and police registers, manuals, handbooks and training courses.

Beneficiaries of the Fund have included:

Supporting projects of up to US $25,000, a call for applications is issued every year for projects to be implemented the following year. Please consult the Call for Applications page for more information on submitting projects to the Fund.
