THE STRENGTH & IMPORTANCE OF WOMEN’S NGO SHADOW
REPORTS TO THE UN TREATY BODY COMMITTEES
By PWESCR – Program on Women’s Economic, Social & Cultural Rights
Uganda’s economic, social and cultural rights (ESCR)
status was reviewed by the UN Economic, Social and Cultural Rights Committee on
June 10 and 11, 2015. Uganda is one of the 164 States that have ratified
the International Covenant on Economic, Social and Cultural Rights (ICESCR).
Uganda ratified the Covenant in 1987, and then did not report until now. This
is Uganda’s first Initial Report to the UN ESCR Committee.
The dialogue was
extremely frustrating as Uganda delegation did not come prepared for this
review process. the Delegation was represented by one minister and two
representatives from the Mission in Geneva and did not have the information for
the review process. The Delegation said others could not come as they did not
get visas!
PWESCR worked with women’s organisations from Uganda to develop a collective report, also supported their participation in Geneva process. It was a pleasure to work with Dr Hilda Tadria from MEMPROW, Violet Akurut from Uganda National Human Rights Commission, and Noor Nakibuuka from CEHURD.
