The
Working Group on Women, Peace & Security analysis emphasizes that the
Security Council must do more to live up to its commitments to the women, peace
and security agenda. During the period under review, the Security Council
maintained or slightly improved its inclusion of the WPS agenda across most of
its regular work on country-specific and thematic agenda items when compared to
the previous reporting period. There is a growing and necessary willingness on
the part of the Council to recognize and address sexual violence in conflict.
However consistent support for the broader agenda, especially promoting women's
participation and agency within the core work of its mission mandates is
lacking.
Despite
the strong normative framework it has established on women, peace and security,
the Security Council has yet to institutionalize these commitments throughout
its entire program of work. It is evident that the Council relies on
individual member states to advocate for the advancement of the agenda rather
than it being embedded as a core function.
