"The global priority accorded to women's human rights can only be achieved
if there is a stand-alone gender equality goal based on the existing normative
framework for women's human rights entrenched in CEDAW, which is measured by
key targets and indicators. We therefore endorse the call made by UN Women for
a stand-alone gender equality goal that reinforces the intersectional and
multiple forms of discrimination faced by women. It is not enough for gender
equality to be mainstreamed into the other goals in the Report and the High
Level Panel in fact recognises that "gender equality is also an important
issue in its own right, and a stand-alone goal can catalyse progress".1 We also endorse various
statements made by the Women Major Group, the Women's Coalition and the Centre
for Women's Global Leadership that an essential shift is needed from what is a
partnership led neoliberal economic growth model of development, to one that
places women’s human rights at the core of a global development strategy."
