Monitoring Should Be Inclusive & Participatory

 

As the rural poor, small-scale food producers, and vulnerable and marginalized groups are the main beneficiaries of the Voluntary Guidelines, these groups, along with civil society organizations, should play a strong role in the monitoring activities. The participation of civil society in monitoring of the Guidelines should be two-fold: Firstly, civil society should be included through the creation of national multi-actor platforms, as recommended by the Guidelines. In addition, civil society should be enabled to carry out independent monitoring of the implementation of the Voluntary Guidelines......This means that civil society should be included in all phases of implementation and monitoring of the Guidelines, including the identification of priorities and the evaluation of the implementation. Concretely, this means that indicators with benchmarks for monitoring implementation of the guidelines should be elaborated with the participation of civil society.....

"The world crises in finance, food, and climate, have triggered a rush by investors and governments to acquire agricultural land and natural resources......Although women are the main food producers in the world and the first responsible for well-being of their families and communities, existing patriarchal structures continue to deprive them of their rights to land and natural resources. As most women peasants and family farmers do not have perennial legitimately recognized access to land, they are particularly vulnerable to land grabbing, expulsions, and expropriations."
