This policy paper shows how ending rather than mitigating the dual blights
of HIV and violence against women requires significant change in societies and
societal institutions around the world. It also argues that changes must center
on empowerment of women and girls, the transformation of social norms around
what it means to be a man, an end to tacit and explicit acceptance of violence
against women and a start to real accountability.
