There are about 400 cases of sexual harassment and assaults on Taiwan campuses every year. Teachers who commit sexual assaults should be dismissed according to regulations, but they usually receive only the slight punishment of having a demerit recorded by administration. Chen ordered departments of education to establish files to administer teachers' activities and prevent students from sexual harassment or assault.
