"We realize that
all correctional agencies want to reduce institutional assaults. Unfortunately,
the attention given to eliminating sexual abuse is not the same throughout the
nation. We know that sexual assaults can be reduced by changing attitudes
toward potentially vulnerable populations, including female, LGBTQ, and
physically frail inmates; paying close attention to institutional design and
surveillance; providing offender education and staff training; improving
operational policies and post orders; and monitoring adherence to established
policies. Moreover, a reliable inmate-classification system; improved efforts
on the part of first responders, investigators, and prosecutors; and timely
victim assistance and healthcare services will help an agency reduce, if not
eliminate, inmate sexual victimization.
With the goal of ending sexual violence in prisons and jails, we will continue to gather information that we hope will be helpful to correctional policymakers, administrators, line staff, and allied professionals.865 Our mission is nothing less than to assist correctional institutions to become safer and more humane."
