What has Decentralization Meant for Grassroots Women Organizations?
Decentralization,
including financial devolution, is seen as a prerequisite for democratization
of development processes, without which community participation occurs in a
vacuum. For grassroots organizations, decentralization has enabled women to
play a proactive role in local governance. As a result of decentralization and
the devolution of decision making powers and responsibilities to local bodies,
grassroots organizations have innovated new strategies which, on the one hand,
are collaborative, designed mainly to empower local government and on the other
hand, challenge local bodies to ensure their accountability to local communities.
