 EGYPT'S POOR RANKING IN GLOBAL GENDER GAP REPORT 

 

Egypt ranked towards the bottom of the World Economic Forum’s Global Gender Gap Report 2010: 125th out of the 134 ranked countries. Furthermore, Egypt ranked 13th on the list of the regional countries. Israel and the United Arab Emirates were the highest ranked countries for eliminating the inequality gap between the genders in Middle East and the Arab world. Kuwait, Tunisia, Bahrain, Mauritania, Lebanon, Qatar, Algeria, Jordon, Oman, and Syria ranked in the next tier. All of these countries preceded Egypt. North America topped the rankings, while Middle East and North Africa countries were in the sixth and last ranking.

 

Egypt's rank in the sub indexes was: 121st for economic participation and opportunity,  110th for education, 52th for health, and 125th for political empowerment. On the income classifications which were divided into the four categories of low income, lower-middle income, upper-middle income, and high income, Egypt was categorized as lower-middle income.

 

This report demonstrates how important it is for countries to work to reduce the gender gap and it encourages them to explore and implement policies that do so. Countries benefit from gender equality as it fosters competitiveness and growth in both rich and poor countries. Worldwide, discrepancies between men and women’s health and education are narrowing, while women are still lagging behind in economic participation, which the report measures as salaried and skilled jobs. The report aimed to reduce the inequality gap existing in these countries and to provide an overview that clarifies how these gaps are related to the countries’ economic performance.

 

It is worth mentioning that the report assesses life expectancy, salaries, access to high-skilled jobs, access to basic and higher level education, and women’s representation in government and decision- making bodies. There are three basic concepts underlying the Global Gender Gap Index:

 

1-      Gaps vs. levels. The Index is designed to measure gender-based gaps in access to resources and opportunities in individual countries rather than the actual levels of the available resources and opportunities in those countries.

2-      Outcomes vs. means. The aim is to provide a snapshot of where men and women stand with regard to some fundamental outcome variables related to basic rights such as health, education, economic participation and political empowerment. Variables related to country-specific policies, culture or customs—factors that we consider to be “input” or “means” variables—are not included in the report.

3-      Gender equality vs. women’s empowerment. The report ranks countries according to their proximity to gender equality rather than to women’s empowerment.

تأخر وضع مصر في تقرير المساواة بين الجنسين في العالم

 

كشف تقرير المنتدى الاقتصادي العالمي حول المساواة بين الجنسين 2010 الذي شمل 134 دولة تأخر وضع مصر في التغلب على الفجوات الموجودة بين الجنسين، حيث جاءت في المرتبة 125 بين دول العالم، واحتلت مصر كذلك مكانة متأخرة وهي المرتبة 13 على المستوى الإقليمي الذي تصدره في التغلب على الفجوات بين الجنسين وسبق مصر إسرائيل والإمارات العربية المتحدة ومن ثم الكويت وتونس والبحرين وموريتانيا ولبنان وقطر والجزائر والأردن وعمان وسوريا. وبينما كانت دول أمريكا الشمالية في صدارة الدول التي شملها هذا التقرير، جاءت دول الشرق الأوسط والدول العربية في المرتبة السادسة والأخيرة من هذه الدول.

 

وكان تصنيف مصر في المؤشرات الفرعية كالآتي: المرتبة 121 في مجال المشاركة الاقتصادية والوصول للفرص، وفي المرتبة 110 في الحصول على التعليم، و في المرتبة 52 في الصحة ومتوسط العمر، و في المرتبة 125 في التمكين السياسي. وفي تصنيفات فئات الدخل التي انقسمت إلى أربع فئات هي: الدخل المنخفض، والدخل المتوسط المنخفض، والدخل المتوسط المرتفع، والدخل المرتفع؛ جاءت مصر ضمن الدول ذات الدخل المتوسط المنخفض.

 

وتكمن أهمية هذا التقرير إلى ضرورة أن تصبح الدول على وعي بأهمية تقليل الفجوة بين الجنسين لتبدأ في اكتشاف السياسات التي ربما تكون في حاجة لها، فالمساواة بين الجنسين من شأنها أن تعزز القدرة التنافسية في الدول الفقيرة والغنية على حد سواء. وفقا لتقرير هذا العام تقوم الدول بتضييق الفجوة  بين الرجال والنساء على المستوى الصحي والتعليمي بينما يظل وضع المرأة كما هو متراجعا في المشاركة الاقتصادية الذي يشمل الوظائف ذات الأجور المرتفعة والتي تتطلب مهارات عالية. ويهدف هذا التقرير في الأساس إلى تقليل الفجوة الموجودة في الدول بين الرجال والنساء بالإضافة إلى أنه يقدم لمحة عن علاقة هذه الفجوات بين الرجال والنساء بالأداء الاقتصادي للدول.

 

والجدير بالذكر أن التقرير يقيّم متوسط العمر والأجور وفرصة الوصول إلى وظائف تتطلب مهارات عالية وإمكانية الوصول إلى التعليم العالي ومدى تمثيل المرأة في الحكومة ومواقع صنع القرار، فضلا عن أنه يقوم على المعايير الآتية:

 

1-  الفجوات القائمة على الجنسين في الوصول إلى الموارد والفرص المقدمة في كل دولة على حدة بدلا من حجم ومستوى الموارد والفرص نفسها التي تقدمها الدولة أي أن التقرير لا يقيم الدول وفقا لحجم تقدمها بل وفقا للفجوات بين الجنسين.

2-   النتائج بدلا من "المدخلات" أي أن التقرير يهدف إلى رصد موقع الرجل والمرأة وفقا لبعض متغيرات النتائج الأساسية المتعلقة بالحقوق الأساسية مثل الصحة والتعليم والمشاركة الاقتصادية والتمكين السياسي وليس وفقا للمتغيرات الخاصة بسياسات دولة بعينها أو بثقافتها أو عاداتها والتي نعتبرها نحن "المدخلات" أو "الوسائل".

3-     قياس الدول وفقا لدرجة اقترابها من تحقيق المساواة بين الرجل والمرأة بدلا من قياسها وفقا لاقترابها من تمكين المرأة.
