DCAF Tool on Implementing the Women, Peace and Security Resolutions in Security Sector Reform

Over the last decade, the United Nations Security Council has adopted four resolutions on women, peace and security: resolutions 1325, 1820, 1888 and 1889.  These women, peace and security resolutions require reform within security sector institutions to better address the needs of women and girls and to promote their participation and empowerment.

To assist national and international policymakers, NGOs and others involved in driving change within the security sector to respond to the resolutions, DCAF has developed a Tool on Implementing the Women, Peace and Security Resolutions in Security Sector Reform.

The Tool, with its corresponding Practice Note can be downloaded here:

Reflecting the text of the resolutions, the Tool focuses on reforms within the defence forces, police and the justice sector. Issues examined include: DDR, vetting, specialised services for victims of sexual violence, prosecution of violence against women in armed conflict, measures to increase women’s leadership in police and defence organisations and to promote deployment of women in peacekeeping, peacekeepers’ training , operational strategies to prevent sexual violence, and gender justice. The Tool also examines progress made in promoting the participation of women in security decision-making, and in integrating Security Council Resolutions 1325, 1820, 1888 and 1889 in security policy-making.

This Tool is the latest addition to the DCAF/UN-INSTRAW/ODIHR Gender and SSR Toolkit.

Printed copies of the Tool on Implementing the Women, Peace and Security Resolutions in Security Sector Reform and of other parts of the Gender and SSR Toolkit can also be ordered via the DCAF website.
