COMMITTEE ESTABLISHES DRAFTING
GROUP ON THE PROMOTION OF THE RIGHT
OF PEOPLES TO PEACE
Recalling that at the 8th
meeting of its third session, on 7 August 2009, the Advisory Committee,
recalling Human Rights Council resolution 11/4 of 17 June 2009 and all previous
resolutions adopted by the Council, the General Assembly and the Commission on
Human Rights on the promotion of the right of peoples to peace, had designated
Miguel Alfonso Martínez, a member of the Advisory Committee, to prepare an
initial working paper on the need to initiate a study with the purpose of,
inter alia: (a)
clarifying further the content and scope of this right; (b) proposing
measures to raise awareness of the importance of realizing this right; (c)
suggesting concrete actions to mobilize States, intergovernmental and
non-governmental organizations in the promotion of the right of peoples to
peace,
Taking note of the results of
the expert workshop on the right of peoples to peace held by the Office of the
United Nations High Commissioner for Human Rights on 15 and 16 December 2010
(A/HRC/14/38),
1. Designates
the Committee members Chinsung Chung, Miguel d’Escoto Brockmann, Wolfgang
Stefan Heinz and Mona Zulficar as members of the drafting group;
2. Notes
that the drafting group elected Ms. Zulficar as chairperson and Mr. Heinz as
rapporteur of the drafting group;
3. Notes
that the drafting group and the full committee held meetings to discuss the
matter under discussion;
4. Requests
the drafting group to submit a draft progress report on the draft declaration
on the right of peoples to peace to the sixth session of the Advisory Committee
before its submission to the Council at its seventeenth session;
5. Requests
the drafting group to prepare a questionnaire to consult with Member States,
civil society, academia and all relevant stakeholders to be distributed after
the discussion at the sixth session of
the Advisory Committee;
6. Encourages the various stakeholders to
contribute to the work under way.
