"....We recognize better today
that impacts on human rights do not only occur from a state perspective. The
role of non-state actors such as multinational enterprises has increasingly
been acknowledged.....In order to address these challenges, it is imperative to
measure the corporate footprint; and Human Rights Impact Assessments are a very
welcome tool in this respect. Based on the Universal Declaration of Human
Rights, Human Rights Impact Assessments assist the private sector to recognize
and act on its responsibilities towards ensuring respect for human rights.
However, the private sector does not stand alone in this. In order to work
towards a more equitable and sustainable future, governments must be held
accountable for their legal obligations to protect rights, and civil society
and the private sector have to join in on their appropriate responsibilities.
Only then will the vision of the Universal Declaration of Human Rights be
realised for all people."
