longstanding territorial conflict in northern Iraq between the Arab-dominated
central government in Baghdad and the Kurdistan Regional Government, mostly
invisible to the outside world, threatens to erupt again. It risks creating
another full-blown human rights catastrophe for the small minority communities
who have lived there throughout the ages.
