We are writing to request that you sign on to a very important petition to be forwarded to the CEDAW Committee. This petition calls for urgent action be taken to address Executive Order No. 003: Declaring Total Commitment and Support to the Responsible Parenthood Movement in the City of Manila and Enunciating Policy Declarations in Pursuit Thereof (the EO), which has resulted in a ban on modern contraceptives from all Manila City public health facilities and a denial of information or referrals for family planning services. As nearly half of all Filipino women have an unmet need for contraception, the effects of the Manila City EO are far-reaching, particularly for poor women.
The petition brings the CEDAW Committee's attention to the human rights violations that are resulting from the continued implementation of the contraception ban and calls upon the Committee to take urgent action. Specifically, it requests that the Committee: 1) take immediate action to repeal the EO, and 2) provide full access to reproductive health information and services by adopting the proposed Reproductive Health bill and increasing government funding for reproductive health services in compliance with its obligation to respect, protect and fulfill human rights.
