A Guide to
the Universal Periodic Review
Process for
NGOs and NHRIs
This Guide is aimed at supporting
NGOs and NHRIs to further accountability of their government to their human
rights obligations through engaging in the UPR process.
The Guide is divided into three
main parts. Part 1 provides an overview of the Universal Periodic Review
process, explaining the main actors and key steps in the process. Part 2
provides a guide to how NGOs and NHRIs can engage in the process including both
formal and informal entry points at each stage of the UPR process. Part 3
provides an analysis of the UPR process to date particularly in terms of its
effectiveness for women’s human rights organisations wishing to bring
visibility and accountability to violations of women’s human rights.
It is our hope that this Guide will
help to increase the capacity of NGOs and NHRIs to engage in the process and
through this bring about greater accountability of governments on their human
rights obligations, particularly their obligation to respect, protect and
fulfil women’s human rights.
