Putting policy into practice: Monitoring the
implementation of
UN Security Council Resolutions 1325 and 1820

The Norwegian organisation
FOKUS Forum for Women and Development, and UN-INSTRAW (United Nations
International Research and Training Institute for the Advancement of Women) are
organising a conference on 11-13 November 2009 on monitoring the implementation
of UN Security Council Resolutions 1325 and 1820.
Since the adoption of UN Security Council Resolution 1325 in October 2000, fourteen countries have adopted National Action Plans to guide the implementation of the resolution at the national level. Other countries are in the process of formulating their own Action Plans. The adoption of National Action Plans has been essential for the effective implementation of Resolution 1325 – and in part also of Resolution 1820 since its adoption in 2008.
National Action Plans can be a powerful tool for building consensus and ownership in support of Resolutions 1325 and 1820. Yet, few published Action Plans contain space for comprehensive evaluations and indicators that serve to measure the progress of its implementation. How do we measure the progress and impact of the different activities and programmes outlined in these Action Plans? An international effort to establish standardised indicators and highlight good practices for monitoring the implementation of National Action Plans from different countries is an essential step towards the successful implementation of Resolutions 1325 and 1820.
The main objectives of the Conference organised by FOKUS and UN-INSTRAW are:
· To take stock of existing efforts to monitor and evaluate the implementation of Resolution 1325 and 1820, including through existing National Action Plans – identify good practices and lessons learned;
· To identify concrete ways to strengthen the monitoring and evaluation of the implementation of Resolution 1325 and 1820, including through specific indicators built into National Action Plans;
· To support dialogue and exchange between countries that are developing, revising or implementing their own National Action Plans in order to strengthen the monitoring and evaluation component, also through regional network mechanisms;
The main target groups for the Conference are:
· Representatives from
o Women’s rights organisations, and
o Government agencies and ministries
from i) the 14 countries that currently have National Action Plans for the implementation of Resolution 1325, ii) countries that currently are in the making of such NAPs, and iii) countries benefitting from funds allocated through NAPs for Resolution 1325;
· International experts on indicators and the implementation of Resolutions 1325 and 1820.
The first two days of the Conference will be open to the participants from all of the countries and regions stated above. The last day will be dedicated to two half-day seminars for our participants from the Nordic countries and from countries in the global South.
