Gender Review of Media Development Organisations Supported by Sida


Are media development organisations serious about gender mainstreaming?

Here the Swedish International Development Cooperation Agency (Sida) reviews the extent to which gender is integrated into the work of the twenty media development organisations that it supports.

Key findings include:

  • organisations with gender policies are the exception
  • donor pressure is a key factor to promote gender mainstreaming, but the requirements are not clear
  • gender mainstreaming in the organisation’s projects is relatively weak
  • gender imbalances exist at the highest decision-making levels
  • gender is generally not embedded in key management tools nor is it part of institutional culture and norms

To effectively integrate gender into the work of media development organisations, the following recommendations are proposed:

  • a deadline should be set for developing and adopting gender policies
  • donors should apply gender criteria consistently and strategically as part of their funding strategy
  • policies should be accompanied by a thorough process that ensures ownership and implementation
  • monitoring and evaluation are key

Tools for these organisation to integrate gender into their work are also provided in the paper, these are:

  • a gender score card for conducting an initial gender situation analysis within organisations
  • a quantitative and qualitative monitoring tool for conducting content analysis from a gender perspective
  • a template for developing a gender policy
