population groups whose educational needs are not well addressed by existing
provision or for whom viable, relevant learning opportunities are simply not
available"....
"It is at the sub-national
level that many disparities become apparent - certain groups of people remain
unreached or have lifestyles which require particular approaches. Such groups
include out-of-school children and youth; child workers; ethnic, cultural and
linguistic minorities; nomads, the poorest; girls and women - and others in
particular contexts."....
