Author: Kristalina Ilieva

Every forth woman in Bulgaria is а victim of domestic violence, and every third man knows someone, suffered from domestic violence.

That was announced by Vice Minister of Labor and Social Policy Ivanka Hristova at a conference, dedicated to the domestic violence prevention.

She underlined, in some families violence had turned into behavior norm, similar to sadism and recidivists' behavior. Violence deprives private freedom and ruins human dignity.

According to statistics, 60% of boys, been observers of such behavior, become violators; and 50% of girls turn into victims of domestic violence, underlined vice minister.

She reminded in Bulgaria there is an active law for domestic violence prevention; but it is enforced only in cases in which victims engage the law. 50% of the initiated proceedings have been ceased.

Problem in Bulgaria is also the insufficient financing of prevention and consequences of domestic violence. According to Council of Europe data, cost of domestic violence is about 40 EUR yearly per person. In Bulgaria the amount provided is 1 EUR

"Moreover, the figures concerning the financial outlay made by states to combat domestic violence against women are to be collated with the amount that violence against women can cost the societies of the Council of Europe member states. According to the data available for the time being and the assessments which it has been possible to carry out, the financial burden of violence against women in the home amounts to an estimated 40 euros/person, that is, for a country with 10 million inhabitants, some 400 million euros per year in assistance, police work, care and health services. For the Council of Europe countries as a whole, the cost of domestic violence alone is therefore believed to represent an annual total of at least 33 billion euros21, charged to the states’ public finances."
