UN Releases Information Note for
NGOs Regarding the Universal Periodic Review Mechanism
This
preliminary note aims at informing NGOs and providing them with some guidance
on the way they may contribute to the Universal Periodic Review (UPR), the
new review mechanism established by the Human Rights Council in Resolution
5/1 of 18 June 2007. Further suggested guidelines on NGO participation in the
UPR will be provided by the OHCHR Civil Society Unit. (More

Security Council Deeply Concerned
about "Pervasive" Gender-based Violence
The
Security Council expressed its deep concern today that gender-based violence,
particularly rape and other forms of sexual abuse, remained pervasive despite
its repeated condemnation of all acts of violence, including killing,
maiming, sexual violence, exploitation and abuse in situations of armed

ODIHR Helps Train Police and Change Attitudes to Combat
Domestic Violence
The
OSCE's Office for Democratic Institutions and Human Rights (ODIHR) is working
to help states prevent domestic violence, prosecute perpetrators and address
victims' needs. The ODIHR's approach focuses on three areas: 1) sensitizing
police, prosecutors and judges to the fact that domestic violence is a crime;
2) providing training for law-enforcement agencies and health-care providers
to play an effective role in preventing and combating domestic violence; and
3) promoting co-operation between law-enforcement bodies and NGOs on
strategies to combat such crimes. (More

The Council of Europe Recommends Member States to
Incorporate Gender Equality Measures at All Levels of Education
The
Council of Europe Committee of Ministers has just adopted a recommendation to
promote and encourage measures specifically aimed at implementing gender
mainstreaming at all levels of the education system of its 47 Member States
with a view to achieving gender equality, firstly by enshrining gender

Rights Affirms Jessica Gonzales' Assertion that She Exhausted Domestic
Remedies in Her Search for Justice
On
5 October 2007, the Inter-American Commission on Human Rights rendered a
favorable admissibility decision in the first phase of the case of Jessica
Lenahan (formerly Gonzales) with respect to her claims under the American
Declaration of the Rights and Duties of Man. Specifically, the Commission
decided that her claims to the violation of her rights to life and personal
security, right to equality, protection of private and family life, protection
of the family, special protection for mothers and children, resort to the
courts, and prompt decision from the authorities were admissible. (More

Forced Marriage Is a Growing
Problem
During
the Human Rights Council Sixth Session on September 20, more than 15 human
and women's rights groups gathered to discuss the growing problem of forced
marriage. The main point of discussion was how to make governments pay
