The Message of Dr. Husn Banu Ghazanfar Afghan Minister of
Women’s Affairs on Occasion of MoWA website broadcasting

Dear Citizens,

After almost two years of gap, Ministry of Women’s Affairs has the great pleasure to resume operating its official website to raise public awareness about the activities of its central and provincial offices as well as its government and non-government partners.

Ministry of Women’s Affairs as the only governmental policy making organization coordinates, leads, monitors and controls the activities of governmental organizations and national and international NGOs that work and serve the Afghan women and girls.

MOWA is the only governmental organization that prepares short-term and long-term Action Plan, Strategies and Policies to improve the living conditions of women from legal, economical, educational and Health dimensions. Not only MOWA implements these plans and strategies, but it also acts as a catalyst for other ministries and governmental organizations to work on woman issues.

Currently there are nine Central and 35 Provincial Departments and one Office for the Internal Audit operating under this ministry in the provinces and Kabul. However, having identified the gaps and organizational deficiencies, MOWA is planning to establish new deputy and directors offices in the coming year to perform better tasks to develop the Afghan culture, build relevant capacity, raise public relations and awareness, improve international relations, gender and work feedback, prepare and adopt cultural policies and training programs for women, advocate and mainstream  gender activities and improve the international relations of Afghan women with the women of the neighboring countries, the region and the world.

In a traditional country like Afghanistan that moves towards modernization and democracy and is trying to depend on market economy; and gradually improves the living conditions of girls and women, the women in this country are not provided to share the political power and access to opportunities. To fully implement Article (22) of the constitution, we need time. Violent legislative gaps and child and maternal mortality rate still remain a big problem for women. Most of the women/girls are still illiterate, not able to be entitled to properties and don’t have access to the health services; especially the reproductive health services. To fully meet these requirements, efficient policies need to be developed and officially sent to the implementing partners. Based on the instructions of the ministerial council, the implementation of these policies needs to be monitored.

The MOWA therefore, plans to inform all the public and international friends about the implementation of policies and strategies in a shorter period of time through its official website. MOWA also welcomes positive and creative views and suggestions from its web-readers to better perform its obligations.

Assistance from the readers of our website would help us reduce poverty and alleviate the problems of the war-torn Afghan girls and women. MOWA also always plans to welcome views and opinions from its readers to improve the living conditions of Afghan girls and women in different spheres of life. MOWA is looking forward to views and suggestions of national and international friends to bring about positive changes for better living of the Afghan girls and women. Undoubtedly, the nations of the world have experimented a number of valuable measures. We can come to know about these valuable action plans by asking for their assistance. We can use those measures as guidelines to achieve our determined goals.
