The CENTRE ON HOUSING RIGHTS AND EVICTIONS (COHRE) HOUSING RIGHTS AWARDS are designed to draw attention to some of the world's worst violators of the human right to housing and to honour both governments and individuals that have shown exceptional commitment to enforcing and securing housing rights for everyone, everywhere. In this spirit, COHRE presents three types of Housing Rights Awards annually.

VIOLATOR AWARDS (x3) The COHRE Housing Rights Violator Awards are presented to governments or other public institutions that have committed persistent and unjustifiable housing rights violations in the recent past, in clear contravention of international human rights law and related standards. The Violator Awards are designed to draw attention to some of the world's worst housing rights abuses.

PROTECTOR AWARD (x1) The COHRE Housing Rights Protector Award is presented to a government or other public institution that has shown an exceptional commitment to the protection and fulfilment of housing rights. This Award is given to demonstrate that housing rights can be enforced when the political will to do so is genuinely applied towards protecting human rights and safeguarding human dignity.

DEFENDER AWARD (x1) The COHRE Housing Rights Defender Award is presented to an individual who has demonstrated outstanding achievements in defence of housing rights and who promotes the realisation of housing rights for all. Nominees for the Award should be committed to non-violence and be independent of any political party or government affiliation.

COHRE welcomes nomination for each of the three awards from any person or institution wishing to submit them. A panel of housing rights experts, comprised of COHRE Staff and Board members, carefully reviews each nomination and selects the recipient for each Award on the basis of agreed selection criteria (see below).

Selection Criteria

Housing Rights Violator

COHRE takes into account the following criteria in deciding recipients for the annual Housing Rights Violator Awards:

  • A marked deterioration in the housing rights situation directly attributable to actions or omissions for which the nominee is responsible
  • A clear failure to implement national or international housing rights obligations
  • A clear failure of the nominee to devote the maximum of available resources towards the full realisation of housing rights
  • A marked increase in the prevalence of housing rights violations, whether in terms of specific events or larger patterns of increasing neglect of housing rights obligations
  • The effect of specific housing rights violations
  • The degree of impunity with which housing rights violations have been committed
  • The likelihood that the award will make a positive contribution to the enjoyment of housing rights in the country concerned
  • The reliability and accuracy of available information
TIMEFRAME

Event-specific nominations for the next round of Awards (2007) will apply to housing rights violations that took place between 1 July 2006 and 30 June 2007.

Housing Rights Protector

COHRE’s Housing Rights Protector Award is presented to a government or other institution that has demonstrated an exceptional commitment to respecting or protecting housing rights.

COHRE takes into account the following criteria in selecting recipients for the annual Housing Rights Protector Award:
  • Nominees must be either a national or local government, an inter-governmental organisation/agency, or any other institution with formal responsibility for protecting, respecting or enforcing housing rights
  • Nominees must show exceptional commitment to securing the full realisation of housing rights for everyone within territories under their jurisdiction
  • Nominees should be able to show concrete progress because of decisions made by them in support of housing rights

Housing Rights Defender Award

COHRE’s Housing Rights Defender Award is presented to an individual who has shown outstanding commitment to the defence of housing rights.

COHRE takes into account the following criteria in selecting recipients of the annual Housing Rights Defender Award:
  • Nominees should be committed to non-violence
  • Nominees should be independent of any government or political affiliation
  • Nominees should not be self-nominated
  • Nominees should demonstrate lengthy involvement in the struggle for housing rights for everyone, everywhere
  • Nominees should have made significant contributions to the cause of housing rights
  • The Award is given to an individual based on that individual’s personal achievement and commitment
