SPECIAL RAPPORTEUR ON RIGHT TO EDUCATION TO VISIT MALAYSIA

Vernor Muņoz, Special Rapporteur of the United Nations Human Rights Council on the right to education, will visit Malaysia at the invitation of the Government from 5 to 14 February 2007.

During this visit, the Special Rapporteur will consider how Malaysia endeavours to implement the right to education, the measures taken for its successful realization and the obstacles encountered. The Special Rapporteur will focus on issues related not only to access to education but also to the quality of education, in particular for girls, children with disabilities, children in conflict with the law and children from economically and socially disadvantaged groups, such as migrants and indigenous peoples. He will address particular issues for the promotion of the right to education in Malaysia, such as, inter alia, the implementation of different ethnic groups' right to education, the impact of socio-economic disparity, the protection of children's rights within the school system and the situation of higher education.

The Special Rapporteur will meet with Government officials and with civil society representatives, including non-governmental organizations, education professionals, academics, students, parents and members of the media. The Special Rapporteur will also have the opportunity to visit schools. He will be travelling to the cities of Kuala Lumpur, Kota Baru, Kuching and their suburbs.

The Special Rapporteur will present a report on his mission to Malaysia to the Council on Human Rights in 2008.

The Special Rapporteur is an independent expert appointed by the former United Nations Commission on Human Rights to help States and others promote and protect the right to education.
