Mandate

On 22 December 2003, the General Assembly of the United Nations requested the Secretary-General to conduct an in-depth study on all forms of violence against women (resolution 58/185). The study is expected to provide:

  1. A statistical overview on all forms of violence against women;
  2. The causes of violence against women;
  3. The medium and long-term consequences of violence against women;
  4. The health, social and economic costs of violence against women; and
  5. Best practice examples for combating and eliminating violence against women.

The study will also propose action-oriented recommendations, including on effective remedies and prevention and rehabilitation measures.

Forms and manifestations of violence against women that will be considered in the study are identified in a number of documents, including the Beijing Declaration and Platform for Action, and the outcome of the twenty-third special session of the General Assembly entitled “Women 2000: gender equality, development and peace for the twenty-first century”, as well as relevant resolutions of the General Assembly and the Commission on Human Rights. The Convention on the Elimination of All Forms of Discrimination against Women and general recommendation 19 of the Committee on the Elimination of Discrimination against Women will also guide the study.

The study is expected to be submitted to the General Assembly at its sixtieth session.

Framework, scope and methodology of the study

The in-depth study will build on work that has been undertaken so far, synthesize and evaluate findings, and identify best practices and effective strategies, along with gaps and challenges. It will include action-oriented recommendations that encompass effective remedies and prevention and rehabilitation measures. Up to three meetings of experts (academics and practitioners) on particular topics or issues, are planned, and briefing papers will be commissioned to synthesize the existing state of knowledge and practice (Information note). The outline indicates the main chapters that will be contained in the study.

Preparatory activities

Two expert group meetings were convened to provide input for the study. An expert group meeting on data and statistics on violence against women, convened in collaboration with the Economic Commission for Europe and the World Health Organization, was held in Geneva from 11-14 April 2005. Another expert group meeting on good practices in addressing violence against women, convened in collaboration with the United Nations Office on Drugs and Crime, was held in Vienna from 17-20 May 2005.

An inventory of activities on violence against women implemented by the entities of the United Nations system is under preparation (see questionnaire).

A consultation, 'Galvanizing action to combat violence against women' was held on 6-7 September 2005 at United Nations headquarters in New York City.

Consultations

A Task Force, comprising 36 representatives of United Nations entities, and non-governmental organizations and regional networks, provides input and feedback on various aspects of the study (see membership of the Task Force).

An Advisory Committee consisting of ten internationally recognized experts in the field of combating violence against women is providing guidance and advice at critical junctures in the preparation of the study.

Consultations with Member States, United Nations entities and non-governmental organizations provide opportunities to discuss key issues and recommendations for the study. See schedule of upcoming activities.

Non-governmental organizations have prepared a calendar of previously planned events where there may be opportunities to promote the study and solicit inputs from civil society.

Sources of information

Many sources of information feed into the study, including reports and information from Governments, and of all relevant United Nations bodies and non-governmental organizations.

  • Responses of Member States for the 10-year Review and Appraisal of the Beijing Declaration and Platform for Action

    Member States were invited to provide information via a questionnaire prepared by the Division for the Advancement of Women, on implementation of the Beijing Declaration and Platform for Action. Of the 134 responses received, 129 addressed the issue of violence against women.
  • Reports submitted by States parties under the Convention on the Elimination of All Forms of Discrimination against Women
  • Responses of Member States to the Secretariat’s request for information regarding General Assembly resolution 58/185

    Member States were invited to provide succinct information, or to update information previously submitted, either in response to the questionnaire for the 10-year Review and Appraisal of the Beijing Declaration and Platform for Action or in reports submitted under the Convention on the Elimination of All Forms of Discrimination against Women.
