Description

As countries develop and implement their Poverty Reduction Strategies (PRS), one of the key challenges is to identify actions that will have the greatest impact on poverty and improving the lives of the poor. The challenge is compounded by the fact that poverty has many dimensions, cuts across many sectors, and is experienced differently by women and by men. Compared to men, women continue to bear the larger burden of poverty and related deprivation. Despite considerable advances in gender equality in recent decades, gender discrimination or gender blindness remains pervasive in many dimensions of life worldwide. In no region of the developing world are women equal to men in legal, social and economic rights. Gender gaps are wide spread in access to and control of resources, in economic opportunities, in power and political voice. Gender equality is a development objective on its own - it also makes good business sense as it is central to economic growth and sustainable development. As part of the World Bank's efforts to support client countries in developing effective PRSs, the World Bank Institute (WBI) and its partner institutions have developed an innovative learning program on Gender, Health and Poverty (GHP Program) for client countries. It provides a framework for analyzing cross-sectoral linkages in development interventions and focuses on the central role of gender, particularly as it affects improving health outcomes for the poor.

Objective

The overall course objectives are: a. To increase capacity for promoting gender, health and poverty issues in national poverty reduction strategies and programs and assist countries in achieving the related Millennium Development Goals (MDG's); b. to enhance skills for developing gender-sensitive, pro-poor policies and interventions in national programs. Specifically, by the end of the course participants will be able to: -List and explain the international policy environment (MDGs, PRSPs, CDF) and acquire skills for developing gender-sensitive, pro-poor policies and interventions in national (health) programs. -Analyze the basic concept of gender issues and the critical linkages between gender, health and poverty. -Identify gender-based inequalities and determinants of ill-health and poverty in women throughout the life-cycle. -Find and apply best practices and available resources.
