 Arab Women and Legislation

 

1.   Context of Call for Papers

 

There is a general consensus on the criticality of the legislative

environment and its relevant institutional reforms for womenıs effective

participation in the development process. The Arab Region experiences

numerous advances as well as setbacks towards ratification and enforcement

of national legislation based on womenıs rights. As the area of legislation

is one of the themes selected in the establishing meeting of @ANGED, and it

is the fifth theme to be covered by CAWTAR flagship Arab Women Development

Reports (AWDRs),  the center address this call to @NGEDı members to

contribute papers covering Arab women and legislation.  The papers should be

delivered in a proposal format and mainly on how to produce the 5th  AWDR on

Arab Women and Legislation. More specifically, the expected proposals

include a suggest of the Reportıs conceptual approach, contents, methodology

and a strategy on how to advocate the findings of the reports and its

expected outcome.

 

2. The Objective of  the Call for Paper

 

The general objective of this call is to compile papers which propose an

innovative approach and methodology to be adopted in the preparation of the

5th AWDR on Arab Women and Legislation. Three outstanding papers will be

selected and the authors  will enjoin the regional expert team which will

prepare the report.

 

3. Focus and  Sub- Themes

 

The primary theme of this Call is Arab Women and Legislation. The submitted

papers can be in one of the following formats:

 

-A proposal on the approach, contents and methodology of the whole 5th AWDR

 

-A proposal focusing on a specific legislative area, and why and how it

should be covered by the 5th AWDR

 

-A proposal on which advances or setbacks that should be covered by the 5th

AWDR

 

-A proposal of case study or studies to be considered as background papers

of the 5th AWDR.

 

-A proposal on key references and bibliographies that should be consulted in

the preparation of the  5th AWDR

 

4. Submission Terms

 

The papers proposing the approach, contents and methodology of the 5th AWDR

or the focus on one specific legislative area to be covered by the report

should include:

 

a. The conceptual background of the chosen approach to be adopted by the 5th

AWDR or in examining the specific legislative area.

 

b. The general and specific objectives  of the 5th AWDR or the goals of

approaching a specific legislative area.

 

c.  A detailed methodology on how research techniques will attain the

proposed general and specific objective(s) of the 5th AWDR or the specific

legislative area to be tackled.

 

The papers focusing on proposing case study or studies to be integrated as

background paper (s) of the 5th AWDR should include:

 

a. Background on the selected legislative issue which is the subject of the

case study including is it an initiative to cover successful legal

campaigns, is it important to illustrate strategies that resulted in legal

amendments or any other questions the author considers important.

 

b.   What are main successes and/or gaps to be tackled by the proposed case

study  or studies.

 

b. How to adopt the findings of proposed case-study or studies into advocacy

tools.

 

The papers proposing focus on advances or setbacks should provide

 

a.   A brief background on the national legal context of areas where womenıs

rights have made advances or faced setbacks.

 

b.   A description of the enabling or disabling social, economic and

political environment behind advances or setbacks

 

c.             Why the areas where advances or setbacks have taken place

should be covered by the 5th AWDR

 

The papers proposing  bibliographies to be consulted when preparing the

report should include

 

- Comprehensive reference citation of all proposed materials to be consulted

in the preparation of 5th AWDR

 

-The relevance of the covered issues by suggested reference and their

relevance to legal reforms in the regional or national context

 

5. Contribution Terms:

 

- CAWTAR invites submissions from @NGEDıs members  and other expert

institutions in the field of legislation

 

- The paper should be a maximum of 20-25 pages

 

-       The first draft of paper is due 30th of August   2006 and the final

draft  is expected by 30 of September 2006.

 

F.  Results

 

- A jury panel will be reviewing papers.

 

- 3 papers will be selected.

 

- Each of selected papers will be awarded $2,000 dollars

 

-The authors of papers will be invited to discuss their contributions at

@NGED  Annual meeting.

 

- The authors of selected l paper will be invited to enjoin the expert teams

in preparation of 5th AWDR

 

- Final drafts of papers  will be available to candidates upon request.
