China Women and Children Development Center is directly subordinated to All-China Women’s Federation, the secondary institution of China Women and Children Development Center – Development Department, since its establishment in 1999, has been endeavored in the work for overseas women entrepreneurs and women successful in business start-ups. Beijing Hand-in-hand Business Start-up Culture Development Center is an independent legal-person institute endeavoring in the work in relation to women entrepreneurs and the group of women pioneers and providing specific planning, organization and particular services.

Abiding by Marxist outlook on women, in accordance with the country’s macro-policy and principle on the development of women and taking reference of the action outline of U.N. Women’s Organization, we took the lead in carrying forward group economy concepts such as “Women Economy”, “Pioneering Women”, etc based on the investigation into the new economic situation in China, changes of women in the economic area and the present reality and as well as the analysis over the action of women economy from an economic point of view. In China, we systematically established the channels and market for the resources of pioneering women and women entrepreneurs. Following the continuous deepening work, such concepts and terms of “women economy” and “pioneering women” are frequently and broadly cited by medias and formulated the new human-oriented contents integrated with abundant women’s material cultures and spiritual cultures.

During the past 8 years, we convened “Economic Forum for Women Pioneers” once or twice each year, and jointly launched a series of activities such as “Advanced Class for Women Entrepreneurs”, “Commonwealth Forum for Women Entrepreneurs and Women Graduates”, “Interview With Overseas Women Entrepreneurs”, etc. together with some higher-education institutes. Many TV medias such as CCTV, Beijing TV Station, Heilongjiang Satellite TV, Changsha TV, The Travel Channel, etc, and some websites such as Sina, Sohu, China View, etc and as well as tens of newspapers and press medias conduct numerous special reports and news reports annually. It has broad influence in the society and catches the attention of the women circle, economics academies and enterprises. He Luli (Deputy Director of The Standing Committee of the National People's Congress), Peng Peiyun (honorary president of All-China Women Federation) and relevant leaders of All-China Federation Of Industry & Commerce, etc presented at each session of “Economic Forum for Women Pioneers” and rendered their considerate cares and supports. According to the statistics of the Entrepreneurs Investigation System, China has nearly 20 million women business owners each of whom controls the capital of hundreds of thousand to several billion yuan. Economic values created by this group of pioneering business women are playing more and more significant roles in the national economy system.

They are the newly emerged women group participating in the social economic construction and they represent the economic creation power of women in the new age. While creating and possessing the fortunes, they profoundly embody the human-oriented spirit in 21st century and reflect their requirement to elevate women’s social and economic status and change the traditional sexuality concepts in people’s mindsets. They have become the main body of the social economic life and the critical force in China’s economic development.

The Development Center is quite different from other organizations endeavoring in the work related to women entrepreneurs in regard to concept and working mode. Firstly, our concept is focused on building up an international “Women Economy Circle”; continuously accumulating the economic resources of the women pioneer group and linking these resources internally; establishing the strategic alignment of enterprises and achieving the target of common development. Externally forming the social power of the women pioneer group and finally achieving the capability to establish a dialogue system to communicate with the international economic organizations so as to better protect the economic rights and interests of women pioneers.

Secondly, as for the working mode, try to establish an integrated service system for the women pioneer group; provide them with all-rounded and particular services on the aspects of information communication, industrial alignment, enterprise strategy, human resource, financial service, etc.

Thirdly, we launched Women of China - the only magazine for women bosses and built up an efficient media platform.

We’re presently combining the financial capital and attempting to create the loan and financing channels for women pioneers, and build up a “credit” bridge between them and the financial institutions.

We will make contributions to further the development of overseas and domestic pioneering women based on the achievements achieved through painstaking efforts in the past.

Our cultures are those about women’s business start-ups emerged in 21st century; their economic creation power has exceeded that in any previous times either in profoundness and extension. Since 1998, Mr. Xue Fu started his planning work and journeys for the pioneering women. The recovery of American economy and its soaring development in 1980s were largely due to the formation of USA entrepreneur hierarchy, and Americans call it entrepreneur economy. Pioneering business women in the USA contributed quite a lot to the social employment and the development of tertiary industry. Women business owners in the USA occupy 40% of the total number of entrepreneurs. In China, the absolute number of pioneering business women largely exceeded that in the USA and their creation power should be respected by the whole society. But following the globalization of industries, women pioneers are encountered with huge pressures and challenges under the new environment.

 Therefore, strategic alignment among women pioneers is an effective approach to implement international and domestic competitions. In Mr. Xu Fu’s opinion, the operation of business shall be regardless of sexuality. And an owner of one enterprise shouldn’t be regarded as an entrepreneur, especially for women pioneers. Because most of them are owners of medium/small enterprises and they are still in the stage of products business. So it’s more felicitous to call them business pioneers. But some of them will develop into China’s core entrepreneur hierarchy in the future. In the economic field where the women are developing, he brought forward the concept of “Women Economy” for the first time advocating a fresh view to read the development of women in the economic sector, the social significance and cultural significance of women pioneers. Through years of efforts and under his direction, the Development Department has established business channels connecting many women organizations and commercial institutions in Europe, America and China and formulated the network working system; and meanwhile, pooled numerous women pioneer resources and laid a solid ground for creating a new career pattern. He proposed to establish an international “Women Economy Circle” to achieve mutual-assistance within the network system of pioneering women economy resources; improve the collocation of women economy resources by establishing an international women economy center so as to activate these resources and finally achieve optimal benefits. In his opinion, women economy is a huge industry based on women groups and it’s a type of new humanism culture with market modality. And he’s always trying to promote the development by all kinds of methods and means.
