Recently at joint session
of Milli Majlis Commissions on Human Rights and Law Policy & Statehood
Affairs was discussed the bill on Promote Gender Equality. The bill says
that this law aims at guaranteeing men and women equal rights in
political, economic, social, cultural, etc. fields of the public life, and
eliminating all forms of discrimination on gender ground. According to the
bill, if the person subjected to discrimination on gender ground by
employer complains of him, the employer has no rights to pressure.
Regardless of gender, all employees making the same work, working under
the same conditions and having the same level of skill, should get an
equal wage, including award fee and incentive fee. The bill is considered
to compensate for suffering from discrimination on gender
ground. Rabiyyat Aslanova, Chairman of MM Commission on Human Rights,
informed that this bill has been subjected to substantial changes since
first reading. According to her, for this period in connection with the
bill the Parliament received the recommendations of the Council of Europe,
OSCE, and State Committee for Family, Women & Children Problems: "All
the recommendations were made due to the importance of this
law". Kamran Shafiyev, Member of the Presidential Administration,
informed about amendments made to the law. According to him, the matter
concerning some amendments and appendix to the bill remains open and it
will be finally discussed after second reading. Then R. Aslanova noted
that in general, this bill interested all international organizations
operating in Azerbaijan: "Taking into consideration this fact we have
decided to hold a conference scheduled for 23-24 May. I call all Members
of Milli Majlis, especially those who are members of our Commission to
take an active part". Ali Huseynov, Chairman of MM Commission on Law
Policy & Statehood, noted that in order to promote gender equality it
would be better to take points provided for compliance of Azerbaijan
legislation with international standards: "Our country has a perfect
legislation appliances. I think that this point should be provided both in
this bill and in others". After multilateral debates the bill was
submitted to the Milli Majlis.
