ENHANCING OPERATIONAL IMPACT OF PEACEKEEPING OPERATIONS

SURVEY

DPKO is collaborating with troop and police contributing countries to identify good practice in enhancing the operational impact of peacekeeping operations through the deployment of more female military and police personnel to Peacekeeping missions. As part of this collaboration we are conducting a survey to gather baseline information.

Baseline Survey of Gender Balance in National Military and Police Forces

Deployed to UN Peacekeeping Missions. 

February 2006

 

Background

 

In 2000 the Security Council passed Resolution 1325 on Women, Peace and Security which, among other things, urges the Secretary-General “to seek to expand the role and contribution of women in United Nations field-based operations”[1]. 

 

A principle assumption underlying this provision are that  the successful restoration of security, peace and stability in post conflict environments is partly dependent on the response of peacekeepers to the different experiences and needs of local women and men.  A related assumption is that the presence of female military and police personnel can have a positive operational impact on  the ability of peacekeeping forces to respond appropriately, and hence on the overall implementation of the mandates of peacekeeping operations.

 

In March 2006 DPKO will convene a two day policy dialogue among Troop and Police Contributing Countries (TCCs and PCCs) to review experience and good practice in implementing this requirement, with a view to expanding and replicating these in the future.

 

In preparation for this workshop we are collecting, for the first time in this form, consolidated baseline data on the role and impact of women serving in peace-keeping operations.  The responses to this survey will be consolidated into a set of background information for the workshop.  A similar survey is being sent to the Military/Police leadership of peacekeeping missions.
