Research on the EUROPEAN PARLIAMENT and LOCAL NGOs in the field of HUMAN RIGHTS

The European Inter-University Centre for Human Rights and Democratisation (EIUC) is a centre of education, training and research activities in areas related to the promotion of human rights and democracy, based in Venice (http://www.eiuc.org/).

 

The EIUC has been commissioned by the European Parliament a study on “the impact of the resolutions and other activities of the European Parliament in the field of human rights outside the European Union”. The research will be conducted and supervised by a team of seven independent Academics and Experts in the fields of Human Rights and the European Union: Prof. Florence Benoit-Rohmer (President of the Université Robert Schuman, Strasbourg, Member of the EU Network of Independent Experts of Fundamental Rights), Prof. Manfred Nowak (United Nations Special Rapporteur on Torture), Prof. Horst Fischer (Academic Director of the Institute for International Law of Peace and Armed Conflict, Bochum, President of the EIUC), Prof. Stelios Perrakis (Professor at the Faculty of International and European Studies of the Panteion University of Athens), Prof. Wolfgang Benedek (Director of the European Training Center for Human Rights and Democracy, Prof. at the University of Graz), Ambassador Klaus Metscher (Former Deputy Permanent Representative of Germany to the United Nations in Geneva, Former Chairman of the Council of the European Union Working Group on Human Rights - COHOM), and Dr. George Ulrich (Secretary-General of the EIUC).

 

In the conduct of the study, we wish to put a special emphasis on Non-Governmental Organisations and civil society in general. The aim is to assess the impact of European Parliament resolutions and activities on NGOs in the field, and make a review of NGOs’ evaluation of European Parliament’s activities in their country or internationally. It might be the case that the European Parliament has no visible action in the country, but any outcome is of interest to us.

 

In this respect, your opinion is very valuable. I enclose a questionnaire that is short and not very time-consuming. I would be grateful if you or a member of your NGO could fill it in and return it to me as soon as possible. The questionnaires will be sent to as many NGOs as possible in countries on which the European Parliament has passed a resolution relating to the human rights situation since 1999. You are most welcome to pass on this questionnaire to any other NGOs with which you have links. The answers will be compiled and presented to the EP without mentioning individual answers from specific NGOs. The questionnaire is enclosed both in English and French; please feel free to fill complete it in the language of your choice.

Le Centre européen inter-universitaire pour les droits de l’homme et la démocratisation (EIUC) est un centre de recherche et de formation sur les droits de l’homme et la démocratisation, basé à Venise (pour plus d’informations : www.eiuc.org).

 

Le Parlement européen a commandé chargé notre Centre de réaliser pour lui une étude sur « l’impact des résolutions et des autres activités du Parlement européen dans le domaine des droits de l’homme à l’extérieur de l’Union européenne ». Cette recherche est conduite et supervisée par une équipe de 7 experts et académiques indépendants, renommés dans le domaine des droits de l’homme et de l’Union européenne. L’équipe est constituée de : Prof. Florence Benoit-Rohmer (Présidente de l’Université Robert Schuman, Strasbourg, Membre du Réseau européen d’experts indépendants sur les droits fondamentaux), Prof. Manfred Nowak (Rapporteur Spécial des Nations unies sur la Torture), Prof. Horst Fischer (Directeur Académique de l’Institut für Friedenssicherungsrecht und Humanitäres Völkerrecht, IFHV, Bochum, et Président du EIUC), Prof. Stelios Perrakis (Professeur, Faculté de Droit européen et international, Université Panteion, Athènes), Prof. Wolfgang Benedek (Directeur du European Training Center for Human Rights and Democracy, Université de Graz), Ambassadeur Klaus Metscher (ancien Représentant Permanent adjoint de l’Allemagne auprès des Nations unies à Genève, ancien Président du groupe de travail sur les droits de l’homme – COHOM – du Conseil de l’Union européenne), Dr. George Ulrich (Secrétaire général du EIUC).

 

Nous souhaitons que cette étude mette un accent particulier sur les ONG locales et la société civile dans les pays tiers en général. Notre objectif est d’évaluer l’impact des résolutions et des activités du PE sur les ONG locales, et de présenter au Parlement l’état de ses activités sur les droits de l’homme du point de vue de ces ONG. Il est possible qu’il ressorte de notre enquête auprès des ONG que les actions du PE sont peu visibles ou n’ont pas d’impact, mais tout résultat est intéressant, qu’il soit positif ou négatif.

 

C’est pourquoi votre opinion nous intéresse au plus haut point.

 

Vous pouvez participer à notre recherche de deux manières :

-         en répondant au questionnaire ci-joint ; et

-         en disséminant ce questionnaire au maximum d’ONG locales (indépendantes) possible.

 

Le questionnaire est assez court et peut être rempli rapidement. Notre but est de l’envoyer au maximum d’ONG, afin de maximiser la pertinence et la validité de nos résultats. Les réponses seront compilées et présentées au Parlement européen de manière générale (sans mention des réponses individuelles de chaque ONG). Le questionnaire est joint en Français et en Anglais, merci de le compléter dans la langue de votre choix.
