The current government programme
contains a comprehensive section on gender equality. This
establishes an equality action plan which among other things aims to
achieve an income equality programme. Other areas covered by the
action plan include women in leadership, fixed term service
relations and the use of paternity leave.
The cornerstone of gender equality policy is gender
mainstreaming. This aims for the development of policy conduct and
assessment that incorporates a gender perspective in all sectors,
levels and stages.
Finland and the EU are committed
to gender mainstreaming.
Numerous projects related
to gender questions are being considered within the EU. The Union is
consolidating the equality directive and updating it and preparing a
new directive on equality issues outside working
life.
Finland is also renewing its equality legislation and
making the gender impact assessment aspect of mainstreaming a
pervasive part of all government
administration.
Gender impact
assessment
In 2002 the MSAH launched a pilot
initiative on gender impact assessment of all legislation plans. The
aim is to widen this to all other plans, personnel policy, income
agreements and budget preparations.
