In November 2004, the Angel Coalition's Moscow Trafficking Victim Assistance Center (TVAC) opened four Russian-language toll-free help-lines in Russia, Germany, the Netherlands and Belgium. A similar line will be established in the United States in 2005, and help-lines will be set up in additional countries soon.

This toll-free service provides valuable information for those interested in traveling abroad to study, work, or for other personal reasons. Help-line operators provide vital information about the terms and conditions of work overseas, warn against fraudulent schemes, and give important tips on what to do and how to protect one's rights. Additionally, the help-line enables the Angel Coalition to assist women and girls who are trapped in trafficking in Europe or the U.S. to return home and undergo rehabilitation. Relatives and parents can also initiate broad-based searches for their loved ones.

The help-line is Russian-language, and therefore accessible to Russian travelers abroad who do not know the language of their destination country.

The help-line operates 24 hours a day. Coached operators and the TVAC staff provide necessary assistance. We cooperate with domestic and international law enforcement, as well as Interpol, in working on actual trafficking cases. We ensure that victims outside Russia receive assistance by working with government agencies and NGOs in these countries, thus making the rescue, on-site rehabilitation, and return of the victim more efficient.

The Coalition considers the confidentiality of incoming calls to be highly important.

In the framework of its “Safe House” project, the Angel Coalition continued a toll-free Russian language hotline for victims of human trafficking in Europe and the Commonwealth of Independent States (CIS).  The hotline allows victimized women and girls to receive immediate information which may help them escape the desperate conditions in which they may find themselves.  In their native language, the victims’ family members and other interested individuals receive advice from skilled operators of the hotline concerning work abroad.  The hotline has been in operation since November 2004.  Calls to the number 8 (800) 200-24-00 are toll-free throughout Russia.  From Europe (Germany, Belgium, and the Netherlands), free calls can be made to the number 00 (800) 455-05-555, and the number from the United States is 1 (866) 800-02-70.

 

A team of day and night operators is ready to operate the hotline 24-hours a day.  The operators provide consultations on safe travel abroad, and in the case of receiving a call that qualifies as a cry for help, the call is passed on to the Angel Coalition staff in the Moscow office.  A database has been developed. Call analysis made in accordance with the info entered into the database. It has the following entries: consultations, requests for help, reference information on relevant organizations and statistics. For security reasons, it has three-tier access, different for operators, Angel staff and programmers. Thanks to a system of alerting a full base of relevant organizations, our workers are ready to provide qualified support around the clock, including connections with competent organizations that can help.  Training is held monthly for the professional development of the operators.
