At the 2003
Spring European Council in Brussels, Heads of State and
Government invited the Commission to prepare, in collaboration
with the Member States, an annual report to the Spring
European Council on developments towards gender equality and
orientations for gender mainstreaming of policy areas. The
reports for 2004 and 2005 respond to that request.

Integrating equality between women and men into
all Community policies and activities
Gender mainstreaming is the integration of
the gender perspective into every stage of policy
processes – design, implementation, monitoring and
evaluation – with a view to promoting equality between
women and men. It means assessing how policies impact on
the life and position of both women and men – and taking
responsibility to re-address them if necessary. This is
the way to make gender equality a concrete reality in
the lives of women and men creating space for everyone
within the organisations as well as in communities - to
contribute to the process of articulating a shared
vision of sustainable human development and translating
it into reality.
